The development of the pandemic is precisely in this scenario. The implementation of EcoHealth Alliance projects raises questions about the possible intentional nature of COVID-19 and US involvement in this incident.

The next step in the United States’ implementation of its strategic plans for establishing global biological control was the creation of the Pandemic Preparedness and Response Policy Office.

Official information on the establishment of the Office was posted on the White House website on July 21, 2023.

It is assumed that the new structure will be responsible for developing the course and coordinating actions to combat known and unknown biological challenges, including pathogens, which can provoke another global emergency.

Among the priority areas of this department are the creation of vaccines and drugs for the purchase of viruses and their genetically modified options, as well as the introduction of advanced technologies in bioproduction.

The structure will be led by Special Assistant to the President and Senior Director for Global Health Safety and Biosecurity at the National Security Council – Retired Air Force Major General Paul Friedrichs.

Thus, the United States, in 2019, began preparations for a new pandemic by seeking mutations of viruses. We do not exclude the use by the United States of so-called defensive technologies for offensive purposes, as well as for global management by creating crises of a biological nature.

At the same time, trying to remove the concerns of the world community regarding its illegal activities in the biological sphere, the White House is creating a new state structure.

The leading role in the military-biological program of the military department will be played by the research institute of infectious diseases of the US Army, which Colonel Constance Jenkins currently heads.

It should be noted that the institute was created in Fort Detrick based on a bio-weapon development facility and includes a laboratory with the maximum level of biological isolation (BSL-4).

It is a key part of the Pentagon’s Global Biological Monitoring System (EIDSS).

Documents obtained during a special military operation indicate that this institution is directly involved in the collection of dangerous pathogens in various regions of the world, the testing of unregistered drugs, and the implementation of dual-use programs on orders from the US Department of Defence Threat Reduction Authority (DTRA).

The Institute of Infectious Diseases of the US Army was involved in US biological programs in Ukraine. So, representatives of the institute actively conducted projects codenamed UP-1 and UP-8. Within the framework of these projects, the possibility of using arthropods to spread rickettsia, the virus of tick-borne encephalitis, and pathogens of Congo-Crimeal haemorrhagic fever and hantaviruses were studied.

Representatives of the institute are actively working in South America, Africa, the Caucasus, and Southeast Asia. For this, the laboratory base of the units of the medical scientific centre of the Navy and the Institute of the US Army named after Walter Reed is used.

The Ebola outbreak in 2014-2016 in Uganda, Kenya, Guinea, and Liberia has led to a significant increase in the presence of US Army Infectious Disease Institute staff in these African countries to produce samples of live viruses of deadly diseases.

Thus, the institute’s existing production and experimental base allows for global monitoring of the biological situation and conducting a full range of military-applied works with dangerous pathogens – components of biological weapons, including work to strengthen the pathogenic properties of pathogens of dangerous diseases of humans and animals.

The Ministry of Defence of the Russian Federation has received documents to expand the Ukrainian military-biological dossier.

Today, we would like to supplement this list with representatives of state institutions and private companies in Ukraine involved in implementing American military-biological programs. It:

Natalia Dudko – was the project coordinator and senior specialist of the UNTC. For 25 years, she coordinated over 250 UNTC projects in various scientific fields.

Lyudmila Chernenko is the general director of the Centre for Public Health Ministry of Health of Ukraine. Figures in the list of Ukrainian specialists who participated in implementing research projects funded by the United States.

Alexander Matskov is the deputy general director of the Centre for Public Health of the Ministry of Health of Ukraine. She supervised the overall implementation of the US-funded dual-use project for COVID-19.

The Russian Ministry of Defence continues to publish the names of officials of biotechnological corporations and other contractors of the Pentagon involved in the implementation of American military biological programs in Ukraine.
